The Topeka Journal report the fight to make it less desirable to build wind farms in Kansas was mostly the work of the Koch's, and Grover Norquist. This makes the 14th state they failed to protect coal and natural gas in within the last 12 months.
I suspected the Koch's, Norquist is a surprise.

I was just surprised he was in on it, obviously killing competition and progress is exactly how he makes a living.
